До структури національної системи громадського здоров’я України

Abstract

В статі представлено для обговорення пропозиції до розподілу функцій системи громадського здоров’я, які мають виконуватися на національному та регіональному рівнях. На виконання запропонованих функцій розроблено проект організаційної системи громадського здоров’я на національному та регіональному рівнях. Наголошено на важливість міжсекторального підходу в забезпеченні діяльності системи громадського здоров’я.

В статье представлено для обсуждения предложения к распределению функций системы общественного здравоохранения, которые должны исполняться на национальном и региональном уровнях. На исполнение предложенных функций разработано проект организационной системы центров общественного здравоохранения на национальном и региональном уровнях. Указано на важность межсекторального подхода в деятельности системы общественного здравоохранения.

The work is performed within the framework of scientific-and-research project “Scientific support, monitoring and evaluation of models of health care development at regional level in Ukraine “, State registration № 0115U002852. Goal of study: to develop and propose the structure of the national system of public health in Ukraine. Object and methods of study. The European plan of action on strengthening the potential and services of public health, the concept of development of public health system in Ukraine and the programs of training the specialists for public health in the countries of CIS and Europe were chosen as the object of research. The following methods were applied in the course of study: of systematic approach, bibliosemantic, of structural-and-logical analysis, of descriptive modeling. Results and their discussion. Distribution of functions between national and branch level of the system of public health is presented in the article. Functional-and-organizational model of national and regional health centers is developed on the base of the functions defined. Proposals to the interdepartmental relations in the system of public health are presented. Approaches to monitoring and evaluation of the activities of public health system at different levels of management are proposed. Conclusions. In accordance with WHO recommendations the distribution of public health functions on the base of which a conceptual model of the system of public health of the country and functional-and-organizational model of national and regional centers of public health are developed is carried out. International and interdepartmental relations of the centers of public health are determined.
