Характеристика кваліфікаційних вимог до фахівців системи громадського здоров’я

Abstract

З використанням методів системного підходу, біблеосемантичного, структурно-логічного аналізу та описового моделювання розроблені та запропоновані кваліфікаційні вимоги до фахівців системи громадського здоров’я. Дані кваліфікаційні вимоги відповідають основним функціям фахівців громадського здоров’я з організаційної, дослідницької, аналітичної, комунікаційної, адміністративно-господарської, управлінської діяльності по забезпеченню громадського здоров’я населення; проведенню інформаційної роботи, дотриманню принципів професійної деонтології, постійного підвищення професійного рівня; С использованием методов системного похода, библиосемантического, структурно-логического анализа и описательного моделирования разработаны и предложены квалификационные требования к работникам системы общественного здоровья. Данные квалификационные требования отвечают основным функциям специалистов общественного здоровья из организационной, исследовательской, аналитической, коммуникационной, административно-хозяйственной, управленческой деятельности по обеспечению общественного здоровья населения; проведению информационной работы, соблюдению принципов профессиональной деонтологии, постоянного повышения профессионального уровня; The work is performed within the framework of scientific-and-research project «Scientific support, monitoring and evaluation of models of health care development at regional level in Ukraine», state registration № 0115U002852. Goal of study: to develop and present qualification requirements to the specialists in the system of public health. Object and methods of study. The European plan of action on strengthening the potential and services of public health, the concept of development of public health system in Ukraine and the programs of training the specialists for public health in the countries of CIS and Europe were chosen as the object of research. The following methods were applied in the course of study: of systematic approach, bibliosemantic, of structural-and-logical analysis, of descriptive modeling. Results and their discussion. The activities of the specialist in public health includes organizational, research, analytical, communicational, administrative (managerial) functions; holding of information, compliance with the principles of professional ethics, constant improvement of professional level. With this we developed the competences of specialists in the system of public health. The competences developed consist of 10 general and most characteristic competencies of the specialists in the system of public health and 24 professional competencies. They are organized according to key strategic objectives and priorities of European policy Health-2020 and the European plan of action on strengthening the potential and services of public health. Specialist should be able to use abilities, knowledge and skills acquired during the course of study for the decision of typical problems in practice. They include conducting scientific research in the field of public health; conducting epidemiological surveillance for the socially significant infectious and communicable diseases, mental health status of the population, the environment; the definition of ecological, socio-economic and medical determinants of health; organizing and conducting preventive and anti-epidemic measures; the formation of healthy lifestyle and responsible attitude towards personal health at population; intersectional interaction in the interests of public health. After graduating according to master educational program «Public Health» the specialist should be able to perform professional work in public health institutions, Health Centers, research institutes, health care institutions, universities and industry institutions of different agencies, performing the appropriate function. Conclusions. Qualification requirements to specialists in the system of public health are developed and the presented. These qualification requirements meet the basic functions of public health professionals on organizational, research, analytical, communicational, administrative, and managerial activity to ensure the public health of population and also conducting informational work, adherence to the principles of professional ethics, constant improvement of professional level.
