Management of the medical and evacuation system development of the armed forces of Ukraine according to nato standards

Abstract

The article focuses on the complex problem of organization and planning of medical and evacuation support of the Armed Forces of Ukraine in the conditions of the functioning of a unifi ed medical space and integration processes. The purpose of the research is to generalize the organizational and management principles regarding the complex solution of tasks related to the organization and development of the medical and evacuation support system of the Armed Forces of Ukraine through interdepartmental interaction at diff erent levels of management in accordance with NATO standards. Among the main tasks of the functioning and development of the medical support system of the Armed Forces of Ukraine, which need to be solved, the transformation of the system of medical and evacuation support of the Armed Forces of Ukraine in accordance with international doctrines, guidelines and protocols aimed at the formation of a capable integrated system of its phased planning and coordination deserves special attention in cooperation and interaction with the relevant forces The need to solve the relevant tasks determines the need for consistent, purposeful development of the necessary capabilities at all levels of management of medical and evacuation support. The solution of a complex of interdepartmental issues regarding the organization of a complete and capable system of medical and evacuation support of the Armed Forces of Ukraine involves determining the organizational principles of inter-subject interaction and coordination of diff erent levels of management of medical and evacuation support in the context of the implementation of the Military Medical Doctrine of Ukraine in a unifi ed medical space. It has been established that integration into the unifi ed medical space of Ukraine involves the construction of an integral system of medical and evacuation support for the troops in combination with the resource capabilities of the civilian health care system, and also determines the unity of views on the organization and procedure for the use of forces and means of medical services and ensures the resource capacity of civil health care institutions for medical and evacuation support of servicemen. It has been proven the need for phased planning and interlevel coordination, as well as the importance of defi ning and clearly distinguishing the levels of management of medical and evacuation support and the necessary resources in accordance with Role/Echelon 1-4 medical support, which will provide the opportunity to integrate the military medical support system not only into a unifi ed medical space of Ukraine, but also into the unifi ed medical space of NATO member countries. The formation of an eff ective system of medical and evacuation support in accordance with the standards of NATO member countries requires the development of a new, modern and resource-effi cient concept of phased planning and coordination of medical and evacuation support in combat conditions (Phased Planning and Coordination of Medical Evacuation Support in Combat Conditions), which involves algorithmization processes (actions) at diff erent levels of management and determination of appropriate work packages and resource modules for each stage of medical and evacuation support.

У статті досліджується комплексна проблема організації та планування лікувально-евакуаційного забезпечення Збройних Сил України в умовах функціонування єдиного медичного простору та інтеграційних процесів. Зазначено що за своєю сутністю, система лікувально-евакуаційного забезпечення у країнах-членах НАТО передбачає сукупність невідкладних медичних, тактичних та евакуаційних заходів, що проводяться безпосередньо на полі бою, в тактичних польових умовах та протягом догоспітального і госпітального етапів надання медичної допомоги пораненому під час евакуації, спрямованих на усунення загрозливих для життя станів, запобігання розвитку тяжких ускладнень у відповідності з визначеними role of care: 1-4. Показано що суть сучасної системи лікувально-евакуаційного забезпечення поранених полягає у забезпеченні багаторівневої медичної евакуації за призначенням із використанням сил та засобів військових формувань, мобільних і стаціонарних військово-медичних закладів, максимального залучення існуючої мережі цивільних закладів охорони здоров’я, у тому числі - стратегічної евакуації для лікування та відновлення військовослужбовців за кордоном на основі партнерства України в рамках північно-атлантичного і євроатлантичного співробітництва з країнами-членами НАТО та країнами - партнерами. Доведено необхідність етапного планування і міжрівневої координації, а також важливість визначення та чіткого розмежування рівнів управління лікувально-евакуаційним забезпеченням та необхідних ресурсів у відповідності до Role/ Echelon 1-4 medical support, що надасть можливість інтеграції системи медичного забезпечення військ не лише в єдиний медичний простір України, а й у єдиний медичний простір країн-членів НАТО. Формування дієвої системи лікувально-евакуаційного забезпечення відповідно до стандартів країн-членів НАТО зумовлює розробку нової концепції етапного планування і координації лікувально-евакуаційного забезпечення в бойових умовах, яка передбачає алгоритмізацію дій на різних рівнях управління, визначення відповідних робочих пакетів, ресурсних модулів для кожного етапу лікувально-евакуаційного забезпечення.
